Background:

In 2003, the National Bamboo Mission was formulated through the publication of the National Mission on Bamboo Technology and Trade Development

The Detailed Project Report of the National Bamboo Mission laying out the detailed implementation arrangements was published by the CBTC in September 2004 and accepted by the Government of India. At the same time, the North Eastern Council, the apex development body in the NER launched the North East Regional Bamboo Mission

In its meeting held on 27 th October, 2006, the Cabinet Committee on Economic Affairs (CCEA), Government of India cleared the launching of the much awaited ‘National Bamboo Mission’, with 100% central assistance to be operational from the 10 th Plan and extended up to 11 th five year Plan at a total outlay of Rs. 568.23 crore (approx.).

CBTC as a BTSG of NBM:

  • The National Steering Committee had approved the proposal to house the Bamboo Technical Support Group (BTSG) at CBTC, Guwahati and its responsibility extends for the 8 NE States and the states of W.Bengal, Orissa, Jharkhand & Bihar.
  • Director CBTC is a member of both the National Apex Committee (NAC) - headed by the Union Minister for Agriculture as well as the National Steering Committee – headed by the Secretary, Department of Agriculture & Cooperation, Ministry of Agriculture.

Role & Functions of BTSG

  1. To visit the concerned States frequently to provide guidance in policy, organizational and technical matters
  2. To compile materials for conduct of regional workshops in respect of bamboo plantations, handicraft, bamboo marketing and exports
  3. To conduct studies on different aspects of bamboo
  4. To assist the States in capacity building programmes
  5. Undertake publicity campaigns to promote the Mission objectives
  6. To document and disseminate case studies of success stories
  7. To conduct specialized Training Programmes at the Regional Level
  8. To network with various

ASSISTANCE FROM THE NATIONAL BAMBOO MISSION

The National Bamboo Mission (NBM) implemented by the Department of Agriculture and Cooperation under the Ministry of Agriculture, GOI envisages to enhance the area under Bamboo Plantation of selected species with intensively managed so that the yield improves from the present 3 tonnes per hectare (approx. avg.) to about 18 to 20 tonnes. The total area to be covered in the 10 th and 11 th Plan will be 1,76,000 hectares in both the forest and non-forest land. The focus of the NBM is NER as more than 65% of the country’s Bamboo Resources are located in this region.

As a backward integration to this commercial plantation activities, a lot of planting stock will be required and hence designed three types of nurseries viz. Centralised Nursery (50,000 capacity/annum), Kisan Nursery (10,000 capacity/annum) and Mahila Nursery (5,000 capacity/annum). Also, a total of three Tissue Culture laboratories are proposed.
